Three day study tour (25-27 July 2011): Farmer cooperation in Georgia

Résumé

The three day study tour to Hungary is one of the activities implemented in the framework of the Programme to support the Ministry of Agriculture of Georgia (MoA) in the formulation of policies fostering cooperation among farmers. Promoting farmers cooperation is one of the priorities of the Agricultural Development Strategy which is being formulated by MoA.

The main objective of the study tour was to give staff of MoA and Georgian Prime Minister Office an opportunity to learn from the Hungary’s experience in developing and implementing policies to promote farmer organizations.

The approach pursued in Hungary to develop farmers groups was found useful and many elements of the approach are applicable to Georgia even if the Georgian government does not provide direct financial support to farmer groups.

The participants recommend building on the collaboration which was established with Hungarian experts. Specifically, they recommend to invite Hungarian experts to Georgia to discuss the constraints faced by (small) farmers in Georgia and to share Hungarian experience in addressing shortcomings in the farm sector. Specific and detailed face-to-face training sessions should be organized to provide an opportunity to MoA staff to understand the rational underlying different aspects of implemented support policies in Hungary. Hungarian experts should also assist MoA in identifying and document the gaps (technical, institutional, infrastructure, legislative, financial, etc.) that prevent the implementation of relevant policies in Georgia, and to elaborate a sequenced and time-delimitated activity plan to address acknowledged drawbacks.

Four Georgians have participated in the tour: two staff from MoA, one staff from the Prime Minister’s Office and the FAO country coordinator of Georgia.

Objectifs

The objective of the study tour was for Government representatives to get better knowledge and understanding of the policies being implemented in Hungary to support producer organizations and discuss experiences with policy makers and producer groups.
